Minutes of Looking Glass Regional Fire Authority Meeting

CALL TO ORDER:  The meeting was called to order at 6:00 p.m. with The Pledge of Allegiance.

 

ROLL CALL:              Board Members Present:  Pat Hazen, Jean Husby, John Clark, Dave Morris, Deb Adams and Billy Crego. 

 

PUBLIC COMMENTFabiano stated that there is a MERS regional meeting on April 26, 2007. 

 

CORRESPONDENCE:  None

 

AGENDA APPROVALMotion by Adams, seconded by Hazen to approve the agenda as presented.  Motion passed.

 

APPROVAL OF MINUTESMotion by Crego, seconded by Husby to approve the regular meeting minutes of March 21, 2007 as presented.  Motion passed. 

 

APPPROVAL OF BILLSMotion by Adams, seconded by Hazen to approve the bills that were submitted dated March 21, 2007.  Motion passed.

 

REPORTS

Chief’s Report

  1. Fabiano commented that they responded to 50 calls in March, including 33 medical calls, including 6 vehicle accidents.  10 runs were for Eagle Twp. and 27 were for Watertown Twp. 
  2. Fabiano stated that they received the rescue truck back from Pennsylvania where it had been repaired.  When he took it for a test drive it was pulling to the right and vibrating, the tires were worn out with 18,000 miles on them.  He had to install 6 new tires in the amount of $1100.00.  He took it to Central Ford and discovered that the transmission was burned up and was told it would cost about $5000.00 to repair.  Central Ford was not given authorization to take the transmission apart or put the new one in Fabiano went to the dealer rep and they said Ford would cover 80% and LGRFA would be liable for 20%, the dealer would settle with that.  Fabiano then heard that Ford would only cover 50%, costing LGRFA about $1100.00.  Clark suggests calling them and trying to get the payment down to $1000.00.  
  3. Fabiano reported that photo eyes have been installed in the garage doors.
  4. Fabiano reported that two of the 2007 requirements to be NIMS (National Incident Management System) Compliance that a member of the government body needs to take two classes the ICS 300 and 400.  They are 4 day classes that are difficult to come by.  It is a 24 hour class in 4 hour blocks.  Fabiano will let everyone know when the classes are scheduled. 

 

  1. Fabiano stated that the full time position interviews are finished. 
  2. He stated that there have been 173 incidents as of today (April 18, 2007).

 

Chair’s Report

1.      Financial Review-Clark commented that they are right where they should

be, with all of the insurances paid in full. 

2.      Update on traffic light-None

3.      Clark would like to have a budget committee meeting within the next week.  The budget committee will meet April 27, 2007 at 8:00 a.m.

 

Personnel Committee Report-Hazen commented that they met that day and went over Fabiano’s proposed contract.  They only questioned vacation checking if he worked a full 8 hour day, 5 days a week, which he does.  Fabiano is the fill-in for shift for 24 hour days.  It is not his regular schedule.  Fabiano will receive 160 hours of vacation time per year, with no more than 10 consecutive days without authority consent.  Vacation accumulation can’t total more than the total days for a 2 year period.  The committee felt the vacation was a little excessive.  When counting the sick and personal days, another 12 days are added.  The personnel committee will meet again to make a recommendation to the Authority.
