Minutes of Looking Glass Regional Fire Authority Meeting

November 21, 2007

CALL TO ORDER: The meeting was called to order at 6:01 p.m. with The Pledge of Allegiance.

ROLL CALL: 9; Board Members Present: Clark, Husby, Morris, Hazen, Adams, Crego

PUBLIC COMMENT: None

AGENDA APPROVAL: Motion by Adams and seconded by Crego to accept the agenda as presented. Motion passed.

APPROVAL OF MINUTES: Motion by Morris and seconded by Adams to approve the regular meeting minutes of October 17, 2007 as presented. Motion passed.

APPPROVAL OF BILLS: Motion by Adams and seconded by Husby to approve the bills as presented. Motion passed.

REPORTS:

Chief’s Report:

Fabiano commented that they responded to 50 calls in October, including 37 emergency medical calls and 13 fire calls. Runs are up 14% YTD over last year.

Research on the fire vehicle – Found a price on a demo at $299,000 with the discount. The cost of adding the equipment is expected to be about $50,000.

Trade in on the current engine was quoted at $25.000. Crego has a contact with connections to Spartan Motors who would like to meet with the chief about a quote.

Chair's Report:

The financial statements show that total expenses YTD are at 77%, about 6% ahead of the budget.

Job descriptions have been drafted and will be ready for the Personnel Committee to review them in about a week. The insurance risk auditor gave us 180 days to review the issue and respond.

A negotiations meeting is scheduled for December 12, 2007 with the firefighter and paramedics representatives, the chief, and the committee: Clark, Crego, Adams.

Insurance Committee report summarized as presented. The projections are for 3 families and one two person unit. The BCBS plan highlighted is the most similar to current plan, but with a higher deductible. Many of the other plans through private insurers have limited networks. IAC/Michigan has two plans very similar, but more information is required about the network and some of the coverages to know if they are equal to the plan in place. The premiums for the bcbsm fb#4 are lower than the current plan, but overall costs are higher if all deductibles are paid in full. The two IAC/ Michigan policies have lower annual premiums and lower overall costs. The committee will make a recommendation in December.

Personnel Committee – The Chief's benefits have been agreed upon and the agreement is is ready to be signed.

Authority Agreement - Adams reported that a draft document has been prepared and sent to both townships. Watertown's board reviewed it on Monday. She expects to see action on the agreement in December.

NEW BUSINESS:

1. Discussion on Personnel Policy Addendum – Chief's Benefits

Ready for signature.

2. Discussion on Health & Liability Insurance – Committee report received.

PUBLIC COMMENT:

Schafer asked for clarification on what account to be used to expense the traffic light.

ADJOURNMENT: Motion by Adams and seconded by Hazen to adjourn the meeting. Motion passed. Meeting adjourned at 6:40 p.m.
