Minutes of Board of Trustees Special Joint Meeting

March 13, 2008

The meeting was held at the Eagle Township Hall, 14318 Michigan St. Eagle, Mi  48822.

Call to order:  The meeting was called to order at 6:00 P.M. with the Pledge of Allegiance.

In attendance were Watertown members: Adams, Husby, Thelen, Mitchell, Zay (6:10 p.m.), Maahs, Weitzel.   Eagle members were: Morris, Simmons, Therrian, Schafer, Colby.  Others present included Fire Board Members Hazen, and Crego, Fire Chief Fabiano, and Watertown Manager Tubbs.

Discussion Items:

1.  Joint Authority Agreement - Terminology and terms of the agreement.

     a. Article VIII, D. 9. – Request from the fire authority board to change the cost level for items              required to be placed in the capital expenditure budget from $2000 to $5000. Motion by Weitzel and seconded by Maahs to amend Article VIII, D. 9. to  "The operating portion shall include personnel costs, wages of firemen and part-paid employees, supplies, rental  fees, building and grounds maintenance costs, insurance costs, equipment maintenance costs, vehicle fuel, furniture, fixtures, and equipment costs for items which cost less than $3,500.00 each."      Motion carried

     b.  Article VIII, D. 9.  – Motion by Weitzel and seconded by Thelen to amend Article VIII, D. 9. by   changing the term "firemen" to "firefighters".   Motion carried.

     c.  Description of services not consistent throughout the document – "advanced life support level"  was determined to be part of the description for services to be provided.  Motion by Husby and           seconded by Maahs to amend Article VIII .3; Article VIII .9; and Article IX .B to read "…and                  medical first response service at the advanced life support level…"   Motion carried.

     d.  Historical use to be calculated – Motion by Weitzel and seconded by Thelen to amend Article IX.B to read "Historical Use shall be calculated for each municipality for the prior three (3)                           calendar years…."   Motion carried.

2.   Cost Share – To avoid further confusion over how to calculate costs share, it was asked that we        determine the period to be used.  Motion by Maahs and seconded by Weitzel to continue the cost share at 35% for Eagle Township and 65% for Watertown Charter Township thru calendar year 2008. Motion carried.
